Richard L. Shedden, CEO
Mr. Shedden began his healthcare career over 35 years ago with the HCA internal audit staff after serving with an international public accounting firm. He soon became the youngest CFO in HCA history and thereafter served in a similar capacity at several hospitals. Mr. Shedden’s healthcare experience includes financial and operational responsibilities (as CFO, COO and Multi-Facility Manager) for both proprietary and not- for- profit entities and healthcare systems with such companies as HCA, HAI, Quorum Health Resources and Gateway Health System. In addition to his hospital based experience, he has held the corporate positions of Associate Vice President, Vice President and Senior Vice President. As founder and CEO of Citadel Outsource Group, Mr. Shedden’s experience in the field of hospital business office outsourcing was established when he served as President and COO of a similar company for three years and as a consultant in the field for one year.
Mr. Shedden’s credentials include a Bachelor of Science in Business with a major in Accounting from the University of Tennessee and an MBA from Tennessee State University. He is also a Certified Public Accountant (inactive) and a former FHFMA (Fellow, Healthcare Financial Management Association). In addition he has received the Follmer Bronze Merit and Reeves Silver Merit Awards from HFMA.

Glenda M. Tankersley, CPAR
Vice President of Operations
The co-founder of Citadel Outsourcing Group, Glenda Tankersley began her healthcare career in the business office of Nashville’s Baptist Hospital; during her three-year tenure there, she held the positions of Customer Service Representative, Billing Specialist, and Liaison between the hospital and the Institute for Reconstruction and Plastic Surgery. She subsequently moved to a hospital business- office outsourcing firm, where for eight years she served in capacities ranging from on-site Project Manager and Interim Business Office Manager to Operations Manager, Senior Operations Manager and Associate Vice President of Operations. She managed more than $700 million in annual gross charges while maintaining responsibility for more than 130 FTEs. Under her leadership, patient cash at one large inner-city hospital increased by more than $20 million annually.
Responsible for all operations of Citadel Outsource Group, Ms. Tankersley also currently serves as Interim PFS Director for a large medical center in Texas. A Certified Patient Account Representative, she assisted in the creation of several chapters of the CPAR certification study manual for the Tennessee Chapter of HFMA.

Jeffrey Gibson
Director of Information Technologies
Hired by the consulting firm Everest Technologies as a part-time service technician in 2000, Jeffrey Gibson quickly proved his potential for high-level projects; after only two weeks, he was promoted to a full-time staff position. Since that time, he has continued to demonstrate an impressive range of expertise and leadership. Gibson’s IT experience includes administration and integration for both large and small businesses, working with such companies as TRW Automotive, Ingram Book, Williams & Prochaska and Culligan of Nashville. As founder and CEO of Gibson IT Solutions in 2005, his satisfied client base included Citadel Outsource Group among many others. In January of 2010, after more than two years as a valued contract partner, Citadel brought him on board as Director of Information Technologies.
Mr. Gibson continues to pursue training and certification in new technologies that will further benefit Citadel and its clients. These include Microsoft Certified Education classes in Systems Analysis, Network Security, System Implementation, and Support and Maintenance.

Theresa Brugman
Director of Accounting and Human Resources
Mrs. Brugman recently began her healthcare career after serving in the manufacturing industry for over 15 years. While in the manufacturing industry, she served as president of a small manufacturing company, where her responsibilities included financial and operational oversight.
In addition to her manufacturing experience, Mrs. Brugman worked for over 2 years in a local public accounting firm and has served on several not-for-profit boards, including the Boy Scouts, the PTO, St. Timothy Lutheran church and TOTS.
Mrs. Brugman earned her Bachelor of Science in Business with a major in Accounting from the University of Wisconsin-Oshkosh and is also a Certified Public Accountant.

Laura A. Owens, CPAR
Project Director
Laura Owens began her healthcare career at St. Johns Hospital in Springfield, Illinois. During her 12-year tenure there, she registered lab patients and worked in Customer service as well as billing Illinois Medicaid. Moving to a hospital business-office outsourcing firm, she served for seven years as Patient Account Representative, Team Leader and Project supervisor. She was responsible for the day-to-day management of a $120 million net-revenue medical center, managing more than 30 FTEs. Under her leadership, her team reduced accounts receivable by more than $60 million over a two-year period, at the same time increasing cash by $25 million a year.
Ms. Owens has served as an Interim Business Office Manager for multiple facilities; one included the Director of a $100 million healthcare firm in Lexington, KY. She currently serves as the Project Director of over 20 FTE's for a hospital in Cypress, Texas.

Kristy T. Holder
Project Director
With fifteen years’ experience in the healthcare billing industry, Kristy Holder has successfully mastered a variety of billing systems, including SSI, Blue Connect, Premis, ePremis, and XPack. Her extensive expertise with hospital business-office systems includes Meditech, CPSI, HMS, Dairyland, SMS, McKesson, and AS 400-based systems.
Her mastery of Medicare intricacies and her knowledge of FSS made her instrumental in reducing Medicare accounts receivable for a 300-bed acute-care facility by $3 million in the first seven months following a computer conversion. At this same facility, she billed more $11 million dollars in less than 4 days and reduced claims in the "pending” status at Medicare from $2 million to approximately $15,000. She is a key member in training new staff members on various billing applications and hospital business office systems.

Shannon L. Sexton
Project Director
Ms. Sexton began her healthcare career 8 years ago with Clarksville Regional Hematology Oncology Group. Ms. Sexton's healthcare experience includes clinical and collection responsibilities for both physician practices and hospitals. She is well versed in identifying payor trends which aides in the reduction of accounts receivable. Ms. Sexton has assisted in Medicaid training and is a valued resource used to assist in the training needs of onsite business offices. Ms. Sexton serves as Project Director with management responsibilities for multiple FTE’s, including AR management of more than $130 million.

Troy Rader
Project Director
Troy Rader came to Citadel Outsource Group more than four years ago. Prior to that time he spent six years in finance, focusing on accounts payable and receivable for an international not-for-profit business headquartered in Nashville, Tennessee. He also served for three years in sales and management. Mr. Rader’s healthcare experience includes three years in management, with more than two years as Assistant Director. His credentials include a B.S. in Business Administration from Belmont University; in addition, he continues to further his education in management and leadership skills.
